The engineer installs a known-good unit instead of creating a unique one.

Serial-level tracking closes the loop. When site 118's terminal misbehaves, you know exactly which build it carries and when it was staged.

Control 2: Playbooks remove method variance

A written method per site type: task order, mounting standards, cable dressing, labelling, test steps. Not a guideline, a script. Good playbooks read like a pre-flight checklist, and they improve after every wave because crews feed corrections back. What belongs in one.

The test of a real playbook: two crews who have never met produce installations you can't tell apart.

Control 3: Evidence removes assumption variance

"Done" is a claim. Photos, test results and checklists are proof. Every site submits the same evidence pack: completed work photographed from defined angles, test outputs recorded, exceptions logged. Central reviewers compare against the standard before the site closes.

Evidence has a second job: it catches drift early. When week six's photos look subtly worse than week two's, the standard is slipping and you can intervene before fifty more sites inherit the slide.

Control 4: Sign-off removes judgement variance

A site passes defined criteria or it isn't finished. No "close enough," no partial passes, no engineer discretion on what matters. Binary sign-off feels rigid and saves programs, because every softened criterion becomes the new de facto standard within a wave.
